I want a skirt that looks like that. I live in Modesto CA nd I donno where too start looking for one.

First off, that isnt even a skirt. It’s something you can make your dress look fuller and more poofy with. So technically, its underwear. Look in a expensive couture store. But you can also get it at a local fancy dress stop or at a costume store.
